THE Highway Code states that it is an offence to mount the pavement with a vehicle.

Therefore, if we do so we risk being prosecuted and fined. Likewise if we park with two wheels on the pavement or on the grass verges that are part of the highway, we are also committing an offence and liable to be fined.

But a City of York Council committee report in support for a planning application for an asphalt plant at Hessay Industrial Estate accepts that two HGVs cannot pass on the narrow access road and accepts that to enable them to pass it is okay for them to mount the pavement and drive on the footpath.

This would appear to risk the safety of residents and their children who are all against this application in the green belt on their doorstep.

Maybe City of York Council intend positioning a parking warden in the hedge to ticket all offenders to generate more income.
