THE senior management at City of York Council is to be reduced, as the cash-strapped authority looks to save money.

The council's ruling executive will be asked next week to rubber-stamp a restructure that will save the council £230,000 a year.

Mark Bennett, the council's head of human resources and organisational development, said the full savings might not be felt in the first year, due to pay-off costs.

One director's post and one assistant director's post will be removed.

Mr Bennett said: "These changes would mean that since 2010 there has been a 35 per cent reduction in chief officer posts from 28 to 18 and approximate savings of £1m per year."

In a joint statement, council leader Cllr David Carr and his deputy Cllr Keith Aspden said: “A key priority for the Executive since taking over last year has been to create a more streamlined management structure that is focused on delivering frontline services for residents.

"These proposals will save council taxpayers £230,000 a year and are part of ongoing changes as we respond to national policy developments and ongoing financial constraints.

“Our priority is to ensure we make better use of staffs’ skills to get the right people in the right jobs, so that different parts of the organisation work better together, so that they can be better placed to support the council’s aims and priorities and therefore better placed to help residents.”

The executive had agreed last June to begin a review of senior management structure, and Cllrs Carr and Aspden said streamlining management had been a priority.

Councillors will discuss the proposals next Thursday. If agreed, the restructure will take effect by October.
