Former joiner Peter Webb exposed himself after drinking
A SEX offender who exposed himself in a city-centre pub could be barred from all pubs and bars in York.
York magistrates heard that retired joiner Peter Webb, 62, had performed a sexual act or exposed himself in licensed premises on four separate occasions since July 2010.
Katie Varlow, prosecuting, said the latest incident occurred at 6.30pm on August 6 in the Three Legged Mare in High Petergate.
Webb was sitting at a table and when staff saw what he was doing they called police.
Julian Tanikal, defending, said Webb was “deeply embarrassed and deeply upset”.
Senior magistrate Richard Goodacre, sitting with two colleagues, told hm: “That comes nowhere near the embarrassment and upset you caused to the landlady and the people in the pub.”
Magistrates said they wanted to ban Webb from all licensed premises within the York outer ring road for five years under a sexual offences prevention order (SOPO), give him a community order with two years’ supervision and order him to go on a sex offenders’ treatment programme.
But Mr Tanikal told them by law they had to give the defence two days’ notice if they intended to make the SOPO.
The case was then adjourned without sentence being passed until September 26 when the court will decide whether to make the order.
Magistrates also announced that if a SOPO was not made, it would want to make an exclusion order banning him from York pubs as part of the community order.
Webb, of Clarence Street, York, pleaded guilty to outraging public decency in the pub. He was bailed on condition he stays out of pubs.
Mr Tanikal said: “He has deep-seated childhood issues which perhaps are rearing their head in this particular case, causing him to behave in the way which when sober he simply would not do.”
All the sexual behaviour was linked to when he drank. Although he was able to abstain from alcohol for long periods, on this occasion he had “fallen off the wagon”.
Webb is currently a registered sex offender until November 2017 and was subject to a community order at the time of his latest offence.
