New flats over Tesco supermarket in Piccadilly set for green light
PROPOSALS for new flats above a city-centre supermarket in York could be approved today – less than two years after council planners said a similar development should be turned down.
City of York Council’s planning committee has been advised to back a scheme which would see ten flats built on the site of the former British Heart Foundation (BHF) shop in Piccadilly, part of which is already occupied by a Tesco store, after hopes for a sweeping redevelopment of the Castle Piccadilly area were abandoned.
The building’s owner, Martin Burgess, won permission from councillors in November 2011 for nine flats at the site, despite planners recommending the scheme for rejection because they felt it could “compromise” a wider masterplan for the area.
At the time, the Coppergate Centre’s owners, LaSalle Ltd, and its planning agents Centros were considering a £200 million retail-driven Castle Piccadilly scheme, but they recently announced this would no longer be possible because of an increase in out-of-town shopping in York.
Mr Burgess’ new application for ten flats will be debated by the council’s planning committee this afternoon alongside LaSalle’s own, separate proposals to demolish the Banana Warehouse and neighbouring shops on Piccadilly so 37 flats and two new stores can be created, which are also recommended for approval.
A report on the plans for the former BHF site, by planning officer Jonathan Kenyon, said: “Since the 2011 application for residential development of the site, there are no longer plans from key landowners to redevelop Piccadilly with large-scale retail development.
“The development would be sustainable as it would provide needed housing in a suitable location.”
Nine of the flats would be on the first floor, where a mezzanine would be installed. Mr Kenyon’s report said the site would have been needed as part of a “comprehensive” Castle Piccadilly development which, when Mr Burgess’ 2011 application was submitted, had been expected to eventually move forward.
