Tethered horse issue delay

COUNCILLORS in York are set to defer consideration of a proposed new protocol to tackle the problem of tethered horses on roadside verges until early April in order that a decision can be made at a full cabinet meeting.

City of York Council is planning measures after a spate of accidents in the past year on roads on the eastern side of York, caused by horses breaking free and running into the path of vehicles.

Hopefully nobody will die before our council and its partner organisation North Yorkshire Police find the time to put a simple procedure in place to deal with this. A bit of cutting and pasting to the one they use to deal with badly parked or untaxed cars owned by people who live lawfully in houses and pay council tax along with about a hundredth of the effort and resources they put into that non lethal threat to public safety should surfice really.

... badly parked cars get no enforcement action in York, bin crews regularly have long walks or give up as they can't get down streets and the police have told me directly there is nothing they can do. Protocol is another local government word for inaction, horse 'owners' have nothing to fear in the future.

Utter rubbish and something else for Julia Mulligan to kick bottom about. A new chief constable ASAP from a proper police force would be a good idea!

I went to a meeting the beginning of last year and they pushed it forward to the next meeting then.

How many meetings do they push it forward onto before someone can man up and actually decide on something?
