Residents dumping waste in street bins

YORK residents have been dumping household waste in street litter bins, prompting a stern rebuke from council chiefs.

Warning signs have been put on various bins, including in Lawrence Street, pointing out such behaviour is an offence.

Russell Stone, of City of York Council, said: “The council has scheduled collections for domestic and commercial waste, for recycling and for litter bins, and to overload one service by inappropriate disposal costs the council time and money and spoils the city’s appearance.”

Spoils the city’s appearance? Just take a stroll through the town center from 7pm till about 3.30..nothing but commercial rubbish out side shops,I hardly think a few black domestic bags matter that much..

I will "second" that, the city looks a "tip" after 7pm, it looks like a "bomb site" after the drunks have booted the bags everywhere later on!

When are City Of York Council going to replace bins they have taken out of service or should I say taken away in the Huntington area of York and elsewhere in the council tax area?

I commend the residents who use public bins. At the back of my house is a lane used for pedestrian access vehicles, some of the residents literally sling used nappies, rubbish and pet waste over their walls into the lane. 5 years of complaining to the council has resulted in no action. Because the lane is has been used this way for so long, even the 'decent' people put their rubbish out every day. We now have rats (biguns) and nobody cares.
So put your rubbish in public bins and make the Council work for their money.
I am personally sick of the whole waste collection service in York.
PS IT IS NOT AN OFFENCE TO PUT YOUR RUBBISH INTO COUNCIL BINS!!!

rubbish is rubbish, a bin is a bin - whether it has wheels on or not. I think the council are simply trying to make a mountain out of a molehill (something they're quite good at) by trying to differentiate between what bin it is OK to put waste into and what bin it isn't OK for.

Quick suggestion: perhaps there is not enough 'supply' to meet demand... or maybe people's bins keep getting missed out or not emptied properly... either way more regular rounds would fix that.
Other councils stop collection of garden waste bins at roughly this time of the year and of those some councils then use that slot to empty normal bins more often.

if a bin is emptied with no one nearby to hear it does it make a noise?

s46 of the environmental protection act allows a council to specify a receptacle for household rubbish. The environmental protection act also prohibits placing of household waste out before a specified collection day/time.

I have just speed read article 46, and I didn't see anything saying "Thou shalt not stuff thy household litter in or on thy public litter bin, on pain of death."

Like I said though, I only speed read it as it was a very boring piece of legislation.
