Labour bids to control council

THE Labour opposition on City of York Council will attempt to seize power next week, but will be out- voted by the Conservatives and Liberal Democrats.

Labour leader David Scott has secured the backing of the two Green councillors ahead of next Thursday's keynote annual council meeting.

But The Press can reveal the seven Tories will side with the ruling Lib Dems, allowing them to continue in power. Coun Andrew Waller will become council leader, replacing Steve Galloway, who is standing down after five years.

Labour have been planning a coup since last year, after rejecting an all-party coalition executive. Coun Scott said: "We want Labour to take control of the council as a positive step. Labour will give the city back to its residents and stop the dithering and closed-doors decision-making that currently takes place."

He said Coun Waller was "incapable" of leading the council, and said that while he had disagreed at times with Coun Galloway, he recognised he was a leader for York. He said Coun Waller was York's answer to Boris Johnson.

Coun Scott said Labour would also refuse to sign any 12-month agreement, such as that which was in place for 2007/08. Last May, the parties agreed that the Lib Dems would rule as a minority for 12 months, but with no such agreement in place for 2008/09, the Lib Dems' reign could be turbulent and fragile.

Coun Waller said: "I will leave Coun Scott to occupy his time on personal attacks."

He said stability in the council would promote economic success, and also spoke of the need to work in areas of deprivation to improve the quality of life.

Conservative leader Ian Gillies said Labour's attempted takeover was "misguided".

He said: "It has nothing to do with offering a better vision for York and everything to do with the desperation that exists within the Labour Party to claw back some prestige in the wake of its disasters at the polls this month."

Had the Conservatives abstained, Labour could have ousted the Lib Dems with the backing of the Greens and using the casting vote of Labour's new Lord Mayor Brian Watson.

The Conservatives abstained on the final budget vote in February, but Coun Gillies said today: "We are not here to be indecisive."

Andy D'Agorne, leader of the Green Party, said: "Having discussed the options with the leaders of all parties on the council, the Greens have decided to back the Labour group, having secured promises in a number of important policy areas. It will, however, be important for the smooth running of the council to continue the involvement of all parties, just as we have endeavoured to do under a Lib Dem administration this year."


Party leaders set out their priorities for City of York Council

LIBERAL DEMOCRAT

Andrew Waller, who is set to become council leader next week, said: "The priority of the Liberal Democrat team of councillors is to maintain the improvements that have been achieved in standards of public services in the city over the last five years.

"By providing stability to the council we can support the economic prosperity that the city enjoys, while ensuring that work is undertaken to tackle the pockets of deprivation in the city. The Lib Dem group has been keen to uphold the all-party agreements to ensure stable government of the council, such as the regular four party leaders meetings, which take into account the fact that no one party has a majority."

LABOUR

Leader David Scott said Labour's priorities would be tackling climate change, engaging with businesses, and tackling issues within the council such as the high sickness levels.

He also vowed to reinstate the £40 travel token entitlement for over-60s, after it was halved to £20 at this year's budget; to promote more affordable housing; and to ensure residents' training needs were met. He said climate change and doorstep recycling would top the agenda, and said Labour wanted to ensure York "thrives for generations to come".

He said Labour would address "the real problems that exist in the city, problems which five years of a Liberal Democrat council has not been able to remedy".

CONSERVATIVE

Tory chief Ian Gillies said it would be "naïve and predictable" for Labour to suggest there was a "dark conspiracy" between his party and the Lib Dems.

He said: "The Conservatives will support any of the parties that present sensible, responsible proposals for the good of the people of York, as indeed we have joined with the Labour group on a number of occasions." He added: "The Lib Dems are the largest group in the council and, barring a significant reason to override this fact, I believe it would be morally wrong not to acknowledge their right to hold the council leadership."

He said Andrew Waller would have to earn further support.

GREENS

The Green Party said it would support Labour, after receiving a positive response to several of the priorities.

That included extending the proposed recycling pilot to Fishergate as well as The Groves; Green representation at all key meetings, such as on bus services, or parking; establishing a cross-party working group on heritage issues, including development near Clifford's Tower and making York a World Heritage Site; and reviewing the ResPark scheme and charges.

They also won agreement on ruling out waste incineration; speeding up insulation of housing with grant funding; finding better ways to engage with York's whole population; and a research and development policy for 20mph zones on city roads.

Labour are discredited nationally and locally demonstrate this wonderfully with their ham-fisted attempted to sneak into power without any mandate. So they resort to personal attacks - this from the party that was drummed out of power in York and left us millions in debt -a legacy that the Lib Dems have attempted to put right.

Despite everyone's whinging, the Lib Dems were voted in as the largest party - so York had its chance to bin them and didn't. So - get over it everyone and let the Lib Dems get on with the thankless task of looking after your best interests.

To make the above statement then I guess you work for the Council, in Neighbourhood Services? This department is very complex and not everyone realises what good work does happen there. So if you are not an employee in this directorate then I believe you cannot justify your comments!
I have a lot of respect for anyone who takes the thankless task of being the leader of this Council.

As for first york. the council issues the contracts for routes in this city, we are getting a bum deal by just having one major bus company. arriva and eyms appear to be able to get it right and they cover the whole of yorkshire, the council should start giving contracts to these companies to attract more competition in which we will get rid of first york that way, when they are shown up by these other companies.

The council issues contracts for Park and Ride ONLY not for bus routes. The bus routes are up for anybody that wants them it is a free market

Some people think i want to run for a council seat?

I only wished to express my feelings about this sh!te council (appologies for 'we the people of york' bit). They seem hell bent to make york a good place for tourists and not its residents.

As for the weekly bin collection idea, we still throw away the same amount of rubbish, whether its collected weekly or fortnightly or monthly. there are alot of people now burning toxic fuels to take their rubbish to the dumps themselves, my freind who works for the council has said the city's tip has never had so much business since fortnightly collections. Why is it we pay council tax for it to be taxed again by the government for what we pay income tax for in the first place. the councils should be standing up to the gov'ment on this one.
There are still many towns and cities in this country still collecting weekly!

I am the first to admit I have no idea how to run a council, but i also know that this council also has no idea either (as expressed on many occassions by many people on these comments pages). I just wish for a council that would listen to its voters and stop catering for themselves and outsiders, I am sick of opening the newspapers to see some daft scheme of theirs, getting my council tax bill every year to see its gone up (especially the police bill as they seem to be doing alright raising cash for themselves nicking motorists,).

whether you share my idea for the council or not, you have to agree we are getting a bum deal from the current council (and probably with the next one)!

Counseller Scott seems to have forgotten that it was the Labour council that steamrollered through the closed door decison making and blocked public access to the meetings till after the decisons had been made. As useless as the Lib/Dems have been at least they appear more honest than the pack of jackels that ran York for so long.

The lib dems have done ok on some things,we have to have fornightly bin /reclying whether we like it or not,they do get ideas and plough ahead with them (like the new council builing)despite the majority saying we dont want it ,they also spend vast amounts on consultations some which are not needed,like the footstreets thing we already have a pedestrian zone that works ok if they wanted to add or take away a few streets fair enough,a few changes alone will cost thousands changing signage ect,its here where they let the residents down ,another example is they push to yellow line streets to aid bus services without thinking of the dramatic effect this must have on the people who live there,I would like to see a council that will talk to us more before going to far ahead with things and think twice before ploughing money into ideas.

Labour have 18 of 47 councillors, what ever convinced them the people of York gave them a mandate to run the city! Last May's elections showed the people of York were split on who should run the city and the correct result should be a coalition led by the largest group but in partnership with the smaller parties. Labour let down every single one of their voters by refusing to take part in this. They crave opposition because they have no ideas and don't want the responsibility of making real decisions, much easier to snipe from the sidelines

Cllr Scott for once listen to what the people of York want, and stop just pretending your ideas are what your hearing on the metaphorical doorstep.

The council cant 'get rid' of First, with the exception of the P+R routes when the contract expires.

And how do you suggest they do this?

Seeing as you seem to think you could do a better job than the current council leaders, why dont you step forward as a candidate at the next election?

Perhaps Cllr Scott should back his accusations up? Boris Johnson was voted in by Londoners who were fed up with Labour.

I have always voted in local and general elections since I was 18, partly because I feel it is my duty. I no longer feel able to vote as I think all parties/politicians are selfish and money grabbing and really only in it for themselves with no thought for the people they are supposed to be representing. We all get hit harder and harder with taxes so unless you are on benefits or very rich nobody seems to care about you at all, except to see how much more of your earnings they can tak in tax.

Having read the above proposals from above all the candidates should remove themselves from running for council.

We the people of york want a council who will:
1. Run this city for the people of york and not for the tourists.
2. stop spending ridiculous amount of council tax payers money on schemes that the residents of york A. dont want B. are paying for.
3. stop raising council tax bills every year to acommodate number 2.
4. return to weekly bin collections
5. get a bus company that can run public services properly (in other words 'GET RID OF FIRST YORK'
6. inprove transport links around the city, this doesnt incluse bar'ing motorist from entering the city and getting them to use crappy busses
6. Improve schools, hospitals and other public ammenities.
7. get the police to do real work tackling real crime instead of revenue collecting from speeding motorists
8. build more affordable HOUSING. this means build houses and not flats that people dont want.
9. give priorty for house purchases to local resisdents and not london fat cats to rent out at ridiculas rates.
10. stop giving benefits and council housing to lazy bums who have no intention of ever getting a job.
11. Councillors wages should be set by the people of york based on there contribution to the city

Why do people think Brown is 'uninvited'? Unlike the US, we have a party, not a presidential system, so its up to the ruling party to elect their own leader.

Given the mess the LDs have made the last four years here, Labour might well be a better bet, you know.
