Fishy business

I WAS queuing in a fish and chip shop on Scarborough seafront when I noticed that the fish in one compartment was quite a bit bigger than those in the next.

When my turn came I asked if I could have one of the larger ones. The reply was, “No, sir, those are for the restaurant.” So I walked out. But it left me wondering; are they giving me extra in the restaurant or are they robbing me at the takeout counter; also is this legal or general practice?
