THE national press revealed on October 5 that the Department for Transport was handed an independent report highlighting the flaws in the West Coast rail franchise bid process five days before it awarded the contract to First Group.
Did no one at the Ministry bother to read it?
The report by Europa Partners was delivered on August 10, five days before the contract was awarded by Minister Greening to the bid from First Group, causing the enormous cost of later cancellation.
