Tethered to sense?

Wouldn’t it be a comparatively simple procedure for the council to introduce a local by-law banning the roadside tethering of horses and other animals? Problem solved; or am I being naive?

I believe it naive of any of us expecting our council to enforce laws or byelaws which may involve our travelling friends.

But you park a car, dump your rubbish, do the wrong thing with your bin, put up a barber shop sign, and the full wrath of the council will descend upon you with all the vigour of the hounds of hell emerging from the dark bowels of the town hall.
But then you are a law abiding citizen and laws are only meant for law abiding citizens. ???

The council continuously inform us that they are consulting (Fogging us off)
You Im assuming have a property so then you have a letter box which a summons can be served through.
Your property means they can fine you and expect it to be paid.
Your name is on the electoral roll so they know who you are.
Your name is on the deeds of your house so they can have claim and pursue it knowing they can beat you.

Have you ever been late with your council tax payments ? if you have the response from the council is robust and thorough.
Have you ever had a TV licence demand through the door. ?? that one gets even more interesting.

So you are part of the system, you cannot escape.
Unlike our friends who reside by other means.
Double standards wouldnt you say ?
I would.
