WITH regards to the articles on April 18, 25 and 30, no one seems to have claimed responsibility for the horses in dangerous conditions in York.
Many of the residents are incapable of providing a safe “location” or even a “location” for the horses.
The council or RSPCA, who could deal with the problem, seem to be reluctant to accept the liability.
I pose a simple question: is anyone going to help these animals or are we going to be forced to see them needlessly suffer?
