Developers and locals have been making their final arguments over the plans to redevelop York's Terry's site.
The £165 million proposals are currently being discussed at Guildhall, by City of York Council's planning committee.
Steve Davis, managing director of Grantside, the developer behind the plans, has urged the committee to back them.
He said: "Let's show that this city is open for business and reinforce the message that this is a great place to live, work and play."
But local Labour councillors have called for the scheme to be deferred, due to traffic concerns.
Andy Chase of the Green Party added: "We do not want to say no to this development, but we need to get it right."
