CAN someone please explain to me the obsession with building more office blocks in York?

We have blocks of offices built at Clifton Moor which have now been turned into flats. We have office blocks at Monks Cross which for many months remain empty.

A large office block in Piccadilly is now flats and I am sure there are many more (Holgate Road being another). So why are more office blocks proposed for the Teardrop site? If York is short of housing, build houses not offices.
