Income from PCNs totalled £1.4 million in three years from 11,862 people, a consistent average of more than £100 per head (£126 in 2012, £113 in 2013, £131 in 2014 and £123 overall).
If as you say the PCNs were for £70 or £50 which can be halved for prompt payment, many people must have paid a lot more. How and why?
