Flagging up issue
I SEE from your September 15 edition that City of York Council has decided to fly the St Andrew’s Cross over York’s Mansion House.
As specific planning permission is required to fly any flag other than the Union Jack, can the council confirm that it holds this permission or is a prosecution pending?
