AS SOMEONE who was caught out by the Lendal Bridge closure, I can understand motorists’ frustration at the whole debacle.

Council efforts to repay imposed fines are not looking proactive to me. The system that was in place issuing the fines could just as easy be used to send out the refunds. What is the problem?

By making refunds available only to those that apply, offenders who live far away will know nothing about refunds.

The council says it was never about money; well, it certainly looks like a modern-day highway robbery to me.

Until all avenues have been undertaken to repay the fines only then can the council seek closure.
