I agree with much of John Cossham’s sentiments (Letters, April 19) about the minority of silly cyclists in York. However, I would like to point out that those countries which have tried to introduce a bike licensing scheme have eventually scrapped it.

The cost of a licence, proportionate to the space occupied by cyclists, plus the wear and tear they cause to the roads, was just a few pence a year. The cost of administration and collection far outweighed revenue. So eventually, bike licensing went the same way as the UK’s dog licence.

Cyclist third-party insurance and legal aid are included in membership fees for CTC, the UK national cycling advocacy organisation. CTC members can also buy holiday and touring cover.
