HOW can the council back free parking in the city car parks?

Forgive my cynicism, but won’t that mean more cars coming into the city, even though the council has always maintained it was striving to find ways to cut down on traffic in the city, hence the Lendal Bridge trial closure?

Surely a greener alternative would be to use the money allocated for free parking to make the Park&Ride a free service which would help get more shoppers into the city while cutting down on the amount of traffic/pollution in the city a win-win situation.

For the council to back any scheme that may go against its green ambitions for the city would be hypocritical or should it be allowed to practise double standards when it suits?
