My daughter's housing struggle in York

I AM writing in anger and disappointment about City of York Council.
Since the break up of her relationship four years ago, my daughter and granddaughter have been in private rented accommodation. That has now become unaffordable. She has been on the housing list all this time. Last week she was offered a flat on Fossway.
What a let-down: the condition of the flat was appalling, the bathroom terrible. We asked if they would be willing to put in a new bathroom suite; the reply was: “We may run to a new toilet seat”. We turned the flat down. We were told that this was one of the better properties, God help us.
My daughter keeps herself, her daughter and her property immaculate within her means. I would appeal to any housing association to consider her for a two-bed flat or maisonette in decent condition. She could provide excellent references.
We had a council property when the kids were small and people from the council used to call round to make sure you were looking after the house and garden. What happened? York is fast becoming a slum city, not the once-proud city it was.
This is not a complaint about the council staff. They do a good job, but their hands are tied.
