THE heavy hand of council officialdom shames our city (The Press, March 8).
Because a licensed busker uses a bit of ingenuity to outwit a petty council official impost to promote his CDs to the public, quite legally by the sound of it, the normally faceless licensing officers surface to badger him for daring to cock a snook at authority.
Johnny Walker’s actions and comments are spot on. The bureaucracy of our well-staffed council departments is hindering enterprise and needlessly pushing up council tax bills. The council head responsible comes out with the usual auto-speak that shows not an ounce of common sense in dealing with matters that aren’t covered in the council rule book.
Council employees should remember that buskers’ licences are paying towards their jobs.

Yes we know all that, what has it got to do with the bloke in this story seeing as he's obviously not a "dosser"?
If somebody is busking in the city without a badge they are asked to stop and leave, this gives buskers with a badge a "pitch" to perform rather than a "rogue" busker just turning up and performing.
If you have 5 mins to spare, have a trawl through Bradford and Harrogate Council websites, see how much a daily street trading consent costs there!

Here's the latest from our Council, who have been caught out trying to conceal key information:-
The Annual Monitoring Report for 2011/12 has just put on CYC's website (almost three months late, being due in December 2012), but, it has been massively scaled back and is missing key information:-
1. No planning permissions for housing given.
2. No unimplemented planning permissions given.
3. No housing trajectory for predicted completions given.
Why is this information missing ?
The truth is, these missing numbers give the game away ? The numbers are so bad, that they daren't publish them, and they won't do the trajectory because if done honestly, it will show that they can't hit the targets.
Those responsible for this deficient and unacceptable report better have some answers, or, they will be down the road with the rest of the culprits who are lying and cheating on the scale of the housing problem the Council has created.
Note to Jonny Walker, the busker from Leeds: Don't think about moving to York, mate, because the Council have almost stopped building of new houses, and the waiting list is at record levels , nearing 5,000 !

What you fail to grasp is this....many years ago all the dossers, drop outs, beggars etc used to sit on the pavement playing a penny whistle, the cops couldnt move them as they said they were "busking!"
So, to get round this "busking" scenario, the cops/council/Safer York decided to introduce a "busking badge" scheme.
If you were half decent you were issued a badge, no badge was issued to any of the dossers etc as they couldnt string a tune together!
The scheme was highly succesful as people only gave to legitamate "buskers" who had a badge on display. This then got rid of the dossers with penny whistles as nobody gave them any cash.
The proper buskers (who had complained about the dossers) loved it, signed up for it and agreed to abide by its rules and regulations.
So why should one person go against the rules and regulations that he knew were in place and knew this when he signed up for the scheme?
Believe me, you are only hearing one side of a story in this case!
