IT SEEMS that former councillor Sue Galloway does not understand the mathematics of deficit funding that will be received by the City of York Council for public health (Letters, January 25).

No matter how much the council works in partnership with the voluntary sector and other health partners, the facts are clear and I will again explain for Mrs Galloway.

The Department of Health states that to meet York’s health needs, a sum of £42 per head is required yet York is to receive £33 per head in 2013/14. That’s £9 per head of population less than required.

To be clear, the £42 per head is not what I think York needs, it is what the Department of Health says the need is. I hope this is now clear.
