WINNER: Joyce Donkin

Runners-up: City of York Council’s Communities and Equalities Team, Kathy Arthur

This year’s entries to the Public Sector Hero Award were all exceptional in their own way. Teaching assistant Kathy Arthur has been a rock for her colleagues and the pupils of Canon Lee school - even carrying on her work as a volunteer after she officially retired.

The Communities and Equalities team was called the glue that holds events around the city together. They are regularly responsible for finding lost guests, chasing caterers and handing out flyers for upcoming events, and are known for frequently working outside normal hours.

But when it comes to dedication, few people can come close to Joyce Donkin with her 40 years as a lollipop lady keeping an eye on the children of Fishergate primary school.

Many families have seen several generations pass through Joyce’s care on their way to school, and Joyce spoke of her joy at seeing youngsters grow in confidence through their years at school.

She said: "I love being outside, and I love the kids."

But, Joyce added, she had no idea how popular she was until she was nominated for the award.

"It feels brilliant to win it, it's amazing and I am very chuffed."
