NOTICE OF PROPOSAL THE YORK TRAFFIC MANAGEMENT (AMENDMENT) (NO 14/4) ORDER 2017
TRAFFIC MANAGEMENT (AMENDMENT) (NO 14/4) ORDER 2017 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, and Schedule 9 of the Road Traffic Regulation Act, 1984 (“the Act”) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of: Introducing a restriction on vehicle movements at junctions in York as follows:

(a) Restricting vehicles from making a ‘U’ turn when proceeding from Eboracum Way at its junction with Layerthorpe; (b) Restricting vehicles from making a left turn from Tanner Row into George Hudson Street. A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 6th day of October 2017.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 14th day of September 2017 in respect of each of the locations numbered (1) and (2). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (3), (4), (5), (6), (7), (8) and (9).
(1) STRENSALL FOOTPATH NO 3/13/10, STRENSALL This Order prohibits pedestrians and vehicles from proceeding in that length of public footpath, known as Strensall No. 3/13/10 between Strensall No. 3/17/10 and Strensall No. 3/10/10 (closed footpath) during the period when riverbank reconstruction works to being undertaken thereon that period commencing at 0001hrs on the 19th day of September 2017 and ending at 2400hrs on the 22nd day of February 2018 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed via Sheriff Hutton Road, The Village, Brecks Lane, Strensall No. 3/14/10, Strensall No. 3/15/10, Strensall No. 3/15/20, Strensall No. 3/16/10, Strensall No 3/10/10, Strensall 3/9/20, Duncombe Lane, Sheriff Hutton Road and vice versa. This Order continues the temporary road closure Notice which had an end date of 2400hrs on the 18th day of September 2017.
(2) FOSSGATE, YORK This Order prohibits vehicles from proceeding and waiting in Fossgate, York (closed road) during the period when highway safety improvement works being undertaken thereon that period commencing at 0800hrs and ending at 1800hrs on the 17th day of September 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(3) MILLFIELD LANE, NETHER POPPLETON This Order will prohibit vehicles from proceeding through Nether Poppleton Level Crossing, Millfield Lane, Nether Poppleton (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2200hrs on the 30th day of September 2017 and ending at 1000hrs on the 1st day of October 2017 or on a date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. The prohibition on traffic (other than local buses) at the junction of Millfield Lane and Low Poppleton Lane will be suspended during the periods when the prohibition at the crossing is put into effect. An alternative route for diverted traffic will be available via Low Poppleton Lane, A59 Boroughbridge Road, A1237 York Outer Ring Road, Link Road between the A1237 and Millfield Lane and vice versa. (4) MICKLEGATE, YORK This Order will prohibit pedestrians and vehicles from proceeding in the footpath on the north side Micklegate, York between its junctions with George Hudson Street and North Street (closed footpath) during the period commencing at 0600hrs and ending at 1100hrs on the 1st day of October 2017 (works period) or on a date when nearby building maintenance work being undertaken by crane operation from the closed footpath thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.
(5) VARIOUS ROADS, YORK This Order will prohibit, where necessary, vehicles from proceeding and waiting at any time in the whole or in any length of a road listed in the Schedule below (restricted roads) between such times and on such dates during the validity of the Order as shall be determined by the Council in order to safely and effectively carry out carriageway resurfacing works. Relevant times and dates will be notified in writing to occupiers of premises adjacent to those restricted roads not less than 48 hours before the said prohibition comes into effect in that road. The Order will commence on 2nd day of October 2017 and expire on 22nd day October 2017 or when all works have been completed whichever is the earlier. An alternative route for diverted traffic for the respective locations will be signed where applicable/appropriate. It is envisaged that the works at each location will be undertaken between the dates listed in the Schedule below and with the exception of Usher Lane, Moorlands Road, Leeman Road and Heworth Road will be undertaken between 8.30am and 6.00pm on during the validity of the Order. In Usher Lane, Moorlands Road and Leeman Road it is envisaged that the works will be undertaken between 7.00pm and 11.00pm, with the works on Heworth Road been undertaken between 8.00am and 8.00pm. SCHEDULE Severus Street, York - 2nd October 2017 – 3rd October 2017 Troutsdale Avenue, York - 4th October 2017 – 5th October 2017 Usher Lane, Haxby - 6th October 2017 Yearsley Crescent, York - 9th October 2017 – 10th October 2017 Garfield Terrace, York between its junctions with Livingstone Street and Garnet Terrace - 11th October 2017 – 12th October 2017 Moorlands Road, Skelton - 13th October 2017 Askham Lane, Acomb between its junction with The Green and the projected southern property boundary line of No. 10 Askham Lane - 16th October 2017 – 17th October 2017 Leeman Road, York between its junctions with Station Avenue and the access road to Esplanade Car Park - 18th October – 19th October 2017 Heworth Road, York at its junctions with Heworth Village, Melrosegate and East Parade - 22nd October 2017 (6) UNION TERRACE, YORK This Order will prohibit vehicles from proceeding and waiting in Union Terrace, York between its junction with Clarence Street and the projected northern property boundary line of No. 98 Union Terrace (closed road) during the period commencing at 0001hrs on the 2nd day of October 2017 and ending at 2400hrs on the 30th day of October 2017 (works period) or at time when highway improvement works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(7) LENDAL, YORK This Order will prohibit pedestrians and vehicles from proceeding in the footpath on the south west side of Lendal, York between the projected south eastern property boundary lines of No.’s 12 and 16 Lendal (closed footpath) during the period commencing at 0001hrs on the 2nd day of October 2017 and ending at 2400hrs on the 4th day of October 2017 (works period) or on a date when footpath resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period
(8) ALLERTON DRIVE, NETHER POPPLETON This Order will prohibit vehicles from proceeding and waiting in Allerton Drive, Nether Poppleton between its junctions with Nether Way and Montague Walk (closed road) during the period commencing at 0001hrs and ending at 2400hrs on the 5th day of October 2017 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(9) NEW WALK AND BLUE BRIDGE, YORK This Order will prohibit pedestrians and vehicles from proceeding in

(i) New Walk, York between Blue Bridge (footbridge) and a point 305 metres north west of the footbridge
(ii) Blue Bridge (footbridge), York (closed footpath/cycle path) during the period commencing at 0930hrs on the 2nd day of October 2017 and ending at 2400hrs on the 22nd day of October 2017 (works period) or on a date when footpath resurfacing and bridge repair works being undertaken thereon have been completed whichever is the earlier

This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
