CITY OF YORK COUNCIL NOTICE OF MAKING THE YORK SPEED LIMIT (AMENDMENT) (No14/10) ORDER2017
Notice is hereby given that on the 25th day of July 2017 City of York Council, in exercise of powers under Section 82, 83 and 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("The Act") and all of the other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

introducing a 20 miles per hour (mph) speed limit in that length of:
(i) Gale Lane, York,between the south western property boundary line of No.183 Gale Lane (terminal point of existing 20 mph speed limit) south west for the remainder of it length;

(ii) Thanet Road, York, between a point 17 metres south east of the south eastern kerb line of St James Place north west for the remainder of its length;

(iii) Foxwood Lane, York, between the south western kerb line of Gale Lane and apoint 45 metres south west of the said line;

thereby revoking the existing statutory 30 mph speedlimit from within those lengths. The Order comes into effect on the 1st day of August 2017
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of  the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of  making of the Order, Make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 25th day of July 2017 in respect of each of the locations numbered (1) and (2). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of  the Act in respect of each of  the locations numbered (3), (4), (5) and(6).
(1) SIXTH AVENUE. YORK
This Order prohibits vehicles from proceeding and waiting in Sixth Avenue, York between its junctions with Main Avenue and Fourth Avenue (closed road) during the period when gas main works being undertaken thereon, that period commencing at 0800hrs on the 31st day of July 2017 and ending at 1700hrs on the 11th day of August 2017 (works period) or at a time when the works have been completed which ever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(2) FIELD LANE AND KIMBERLOW LANE. YORK This Order prohibits pedestrians and vehicles from proceeding in that length of footpath on the east side of (i) Field Lane, York between its roundabout controlled junction with Kimberlow Lane and apoint 50 metres north of the said junction and (ii) Kimberlow Lane, York (closed footpath) during the period when nearby construction works being undertaken thereon that period commencing at 0001hrs on the 7th day of August 2017 and ending at 2400hrs on the 8th day of September 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(3) VARIOUS ROAD YORK This Order will prohibit, where necessary, vehicles from proceeding and waiting at anytime in the whole or in any length of a road listed in the Schedule below (restricted roads) between such times and on such dates during the validity of the Order as shall be determined by the Council in order to safely and effectively carry out carriageway resurfacing works. Relevant times and dates will be notified in writing to occupiers of premises adjacent to those restricted roads not less than 48 hours before the said prohibition comes into effect in that road. The Orderwill not apply to emergency vehicles proceeding in an emergency nor to vehicles being used for undertaking street works. The Order will commence on 14th day of August 2017 and expire on 13th day September 2017 or when all works have been completed whichever is the earlier. Analternative route for diverted traffic for the respective locations will be signed where applicable/appropriate. It is envisaged that the works at each location will be undertaken between 9.15am and 5pm during the dates listed in the Schedule below.

Count de Burgh Terrace, York -16th August 2017 - 23rd August2017
Byland Avenue, York -17th August 2017 - 22nd August 2017
Dodsworth Avenue, York -29th August 2017 -13th September 2017


(4) STRENSALL NO. 2 LEVEL CROSSING. STRENSALL
This Order will prohibit vehicles from proceeding through the Strensall No.2 Level Crossing on Moor Lane/Princess Road, Strensall (closed road) during the period commencing at 0930 hrs and ending at 1430 hrs on the 16th day of August 2017 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Moor Lane,Ox Carr Lane, York Road, Princess Road and vice versa.


(5) PARLIAMENT STREET AND MARKET STREET. YORK
This Order will prohibit vehicles from proceeding and waitingin (i) Parliament Street,York and (ii) MarketStreet, York between its junctions with Feasegate and Parliament Street (closed road) during the period commencing at 0500hrs and ending at 0900 hrs on the 13th day of August 2017 (works period) or at time when nearby building maintenance works being undertaken adjacent to the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(6) GERMANYLANE. FULFORD This Order will prohibit pedestrians and vehicles from proceeding in that length of closed footpath, known as Germany Lane between its junctions with Fulford Footpath No. 5/5/10 and Cross Lane, Fulford (closed footpath) during the period when new drainage works being undertaken thereon that period commencing at 0001hrs on 14th day of August 2017 and ending at 2400hrs on the 6th day of October 2017 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried outsafely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
The above temporary Order will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns.
